Kyurem can be found in the Inner Cave of Giant Chasm. It will be at Level 75, so be prepared.

It can be found at the giant chasm lv 75 dragon ice type so bring a level 80 reshiram or any other fire type Pokemon I hope this helped ps save before battle and soft reset until you find shiny.

Omg what a Pokemon I love him, hes hard to capture so I suggest you save right in front of him hes found in the giant casum and to get to him you need surf ok now go east of Lacunosa Town then when you get to the patch of grass go south to the boy runing around the trees then go west of him to the stairs then go south to the patch of grass then go west to the old man near the water then use surf and go around the rocks and then go back on land then go north to the stairs and go up the stairs towards the cave

Go to giant chasm (next to Lacunosa) and you will hear a roar. Run around and eventually there will be a massive roar and snow will cover everything. You can then enter the cave in which Kyurem resides.
