To get the togekiss you have to have an account with the Pokemon Global Link. Then you have to register your birthday. Then you will get the e-mail.

To get the birthday Togekiss you have to have an account with the Pokemon Global Link, and you must have your birthday synced with it. This means that you must have your birthday registered on your account. You can get the birthday Togekiss at any point during the month of your birthday.
Serebii also says you need a Daisuki Club account, but that might be a typo. You may only need one or the other.

If you didn't get the email then try registering your birthday on your Pokemon global link account. After you do that, you should get an e-mail. You can get it on any days of the month of your birthday.

1. Make an account on the Pokemon global link. You could get to the registering page by googling Pokemon global link.
2.Register or sync your birthday on your account.
3. Get the e-mail.
4. Read it for more information.
5. Get the togekiss on the month of your birthday.

You should try retracing your steps. Register your birthday on your account for the Pokemon global link. You shuld have a e-mail afterwards. However, if you still have not made an account then you must make an account on the Pokemon global link.
