Can you catch a pikachu in Pokemon black without starting over

You might be able to. I'm not sure. You know those places which split routes and cities. In there, there is an electrical bullentin board. If you read the desciptions at the top and it says that there is a Pokemon outbreak somewhere, than go to that route and try going in the grass. If you are lucky, you just might find a Pikachu. I found a plusle and a minun in there. Or you can trade or transfer. Finally you can also use Action Replay if you have one.

Pikachu cannot be found in Pokemon Black. The only ways to obtain one is by Trade or PokeTransfer.

Pikachu must be migrated or traded for. They cannot be caught in Unova. Pikachu (and it's evolutionary relatives) cannot even be found in the Dream World.

You plobley can if you find a trainer with pikachu you can but you can because I catch him

It is impossible to obtain a Pikachu or any of it's family in both Black and White versions. Not even the dream world has Pikachu or it's evolution family. The only way to get one is to either make a trade, or to use the PokÃ© Transfer Lab on Route 15. Hope I helped.

No. You must trade it from other games I believe. Either that or find it from an outbreak.
