In the WFC global trade room why do so many people want level 9 or under Pokemon (Zekrom, Reshiram, Archeops, etc.)?

I think most do it just because they know it would be very hard to make the request. I think an AR Code is the only way to get Pokemon at that low of a level. It makes trading frustrating.

Its probebly cause if they get it that level they cn train it nd make it strong themselves instead of sombody els plus they might be tryin to frustrate you
