Okay is victini able to be a shiny without codes?also is victini can be a shiny from the place that is from the event?no codes just soft resets.also where can I find all of the seven sages?

Besides an AR Code, Victini cannot be Shiny.
A Sage can be found on Route 14, on Route 18, in the Dreamyard, in Chargestone Cave, in Relic Castle, and in the Cold Storage.

Victini is only available through events (of which all have passed). No Victini can be shiny (unless it is hacked).
