What kind of Pokemon is the best wild Pokemon?

What constitutes "best?" Shiny Pokemon are better than regular, they can be found anywhere but are freakishly rare (I haven't found one in over 5 years). Legendaries are also good, but there are too many to list their locations.
Because of the vagueness of this question, I will say Diglett. They can't be found in Pokemon Black.
There is no "best" Pokemon. They're all different, but no one Pokemon trumps all others. If you mean best as in who gives the most EXP per battle, I'd say high level Audino, but they're rather rare. However, all Pokemon give Effort Values, or "EV's" when you defeat them. So if you want to train an Alakazam so he has a good Sp. Atk stat, you wouldn't want to fight something like a Metagross, nor would you want to fight any Audino with him. This question is rather vague, so I can't help you much more than this. Sorry.
I think frillsh are pretty decent. Catch one at route 17 or 18 and it will evolve at level 40 into jellicent. Jellecent are pretty good in my opinion when they are sp attack ev trained. If you don't know what I mean by this, get ten calcium, give them to jellicent, and write down 100/ 252 on a piece of paper. Go to celestial tower, and every time you defeat a wild Pokemon, put down a tally mark or something. When you're done, add that to the hundred. Hope this helps.
Timbur is my favorite so far, I think it can be found almost everywhere
