No you need to get dreem powder from the pokemon munna first, its easer

u can catch all starters from all versions of pokemon in rare encounters such as when the grass shakes or u see them in the water

Currently, no. You have to wait until they decide to release the starter Pokemon in the dream world, which may not be ever. No one knows. Don't waste your time trying to find them now, you can't.
