Nope. He's only catchable in Pokemon White.

To improve opon the pending answer, he never truly releases it, you find that out if you find all the hidden sages. If you want a Zekrom you have to buy Pokemon white or go to http://forums.supercheats.com/forums.php?forum=1791 Which is the Pokemon Trading forum here on SuperCheats, where tons of people offer these.

For this reason alone I had to buy Pokemon white... Every zekrom I had was a fake...

If you don't want to do the above, just get action replay. There is a code to steal other trainer's Pokemon.you might have to restart your game because you can only steal Pokemon in curent battles.also, if you want to steal one, you'll have to choose wisely because you can only steal on Pokemon per battle.(the battle ends once you steal one.)

Actually you Can get him.He Stays with N Underwater after you seen and caught every Pokemon(National Included) eventually Ghetsis will say he has a HM Bubble Breath you sail to a secret bay and use bubble breath your Character will go under water eventually you'll go up an you will see N he asks if you want to trade if you press yes he will take Reshiram and you will have Zekrom if you say no he will go up in the sky with Zekrom Then beat the Elite four when your about to fight the master you will notice hes gone go up the stairs and you see all seven sages one of them will be possesed he wants to fight but he has no Pokemon so you attack him instead go into the top room go through the wall you will see Zekrom chained up :( N will try to kill him with bubble breath (makes breath under water or makes water over there head.then N will leave the room with a master ball use any water type move on the chains Zekrom is free quick catch him.

Get the action replay then you can catch any Pokemon in battle

If you mean Pokemon Black 2, you have to go to the top floor of Dragonspiral Tower and place the Dark Stone. Zekrom will appear and challenges you. He is Level 70 with the moves Imprison, Zen Headbutt, Fusion Bolt and another move (I think it's Dragon Pulse!) Hope this helps!
