Well, there really isn't a level that it evolves. What you have to do is first get it's happiness up to a very high level. This can be done by keeping it in your party, preferably the first spot. Once it's high enough, you need to level it up during the daytime to evolve it.

My studies on my several Riolu have evolved at different levels and at different times a day. My studies concluded that Riolu evokes in the daytime, usually when you raise it's level 21 to 29 levels from when you caught or received it.

Riolu can only be evolved through happiness. So if you've beaten Pokemon black/white and you want a Lucario, these are the best ways
Rare candies
Soothe bell
Exp share
Massages

And really to be honest just let your strong Pokemon do the. Work and let Riolu finish it off.
Riolus aren't great at low levels so get a relatively high one.

You have to get it's happiness up then level it up by 1 level and it will evolve

Every time you raise Riolu a level it gains one happiness so if you level Riolu alot it will evolve ^_^[video]

Riolu does not evolve via leveling up. To get Riolu to evolve into Lucario, you must evolve it via friendship and happiness. Give it a lot of stat raising items such as Protein, iron, etc.

Then once you think you have given it atleast 5 of each stat raising item, level it up and it should evolve if not then give it more.

Riolu evolves through happiness so give it lots of treats to make it happy like rare candies and Pokemon massages

Make it very friendly then use a rare candy on it and it will evolve into lucario.

You have to train it by leveling it's friendship up by giving it calcium,protein,and rare candies but what I would do is put it in your party and walk 256 times.
