When can I catch my first legendary Pokemon? After what gym and where and if possible,how.

Victini is the 1st legendary you encounter if you have the Liberty Ticket, which happens to be an event.
If you don't have the ticket then Cobalion would be the first legendary after obtaining surf. Cobalion is found in Mistralton Cave in route 6. Make sure to bring a Pokemon that has flash as it would make the adventure a whole lot easier.

Cobalion, but you will need surf and strength. He will be at Mistralton Cave.

It is either Zekrom,Victini or Coblion. Zekrom is from Mystery Gift,Victini is in Liberty Garden (you need the Liberty Pass first which can also be obtained by Mystery Gift) and finaly Cobalion can be found in Mistralton Cave (you need surf and strength and if you want flash will make it a whole lot easer).
