Why is it that the opponents Pokemon gets to strike twice in a row when my Pokemon's hp is low?

It must have been a specific move or set of moves used, or your Pokemon could have been afflicted with a status condition. If it's the first explanation then it doesn't matter that your Pokemon's hp was low.
Your question need to be elaborated more. There are many factors that could result in the opposing Pokemon being able to strike twice which be the Pokemon's move (double slap to my knowledge), or it's a ability, which so far I never heard of yet.
Higher EVs, or higher Speed stat. Look up EV training on Youtube.
They could of just got lucky my idea is to teach it quick attack it always goes first unless they use it to then it's a matter of speed
Like it’s not fair I was so close to killing this ninetsils with my poliwhirl and it uses overheat twice on me. He didn’t even charge up to be able to use the second move. Literally rigged game.
