If we use the tm moves as many times we wanted, then why couldn't they make stuff like this years ago?

Because Pokemon, in both the animal-thing and game sense of the word, evolve(s) over time. One minute you're looking at a cute and innocent little thing, then it evolves into something slightly different, and slightly less cute. Moreover annoying.
But eh, they just thought it would be a good idea in this one.
