Surf is a HM which you get just before you enter Twist Mountain. Your given it by the champion after you get done with a battle against your rival. You teach it to a Pokemon by going to your bag and opening the HM and TMs. Click on the HM Surf and teach it to a Pokemon in your party. Once you teach a Pokemon the move Surf just go to a patch pf water and click on it. It'll ask you of you want to use Surf just click yes.
