How do you give advise or talk to people when your on a walk?

I'm not sure you can I think the only reason you can meet other people is so your dog meets there dogs and they give you advice thats it

IM THINK U HAVE TO GO TO TRAINER SETTING AND CLICK SAFE CHAT OR SOMTHIN AND GO ON A WALK WHEN SOMEONE ELSE NEAR BY IS ON A WALK?I THNK!:P
