In 7-5 (the level with the bombs and bullets) right at the end there is a big bullet dispenser. To the left of that is a pipe covered by blocks. There is a bomb there, but that won't do it. You need to get that other bomb that is across the gap from the blocks. Once your in, complete the red flag.
