Go to level 3 on world 2 and when you get to the room with the orange switch hit the switch and swim up to the top and instead of going out the arrow way ,go up the other path right next to it and you'll be in a room with a bunch of coins a ledge and another orange switch hit the orange switch and quickly swim up to the exit then you will be in another room with a red flagpole jump on the flag pole and then the water level will be unlocked on the map.
