The hokages basement is in his house

The hokages basement is in his house go to the middle bookshelf and press a viola

*if you have not done the konohamaru mission then you may not find his house

on the way to the academy (where u get missions), turn right, walk the path, and then walk up and ull see his house

You press the a button in the scroll room over to middle bookshelf.
