I have seen people using the omega cannon on combat hall, turning double damage on and off, not dying when I use the shock coil for 20 secs and using all weapons on Oubliette. Are these people cheaters or do higher ranks give benefits?

I'm sorry to say, but those players are cheaters. There are many of them. If you run across one, there is no point in trying. Try figuring out a way to leave the game without losing any points.
