1)that is called lag. Information transmitted from you DS doesn't get to theirs fast enough. You were doing that "jumping"thing on their screen too.

Sliding back and forth is usually snaking. They could also be doing a prolonged rocket boost.
The best website is the DSmeet decalmaker. You can find other decalmakers by seaching on a search engine. You can pick a picture that you want made into the decal. Although, the colors do get messed up sometimes.

1. This is called snaking and you seem to have summed it up nicely.
2. I know that you can get these, but I don't know any sites. Try a search engine like google.com or a guide search like chacha.com. Both can be quite helpful if you use them correctly.
