There are twelve characters in total. They are Mario, Luigi, Yoshi, Toad, Daisy, Peach, Dry Bones, ROB, Donkey Kong, Browser, Waluigi, and Wario. ROB is a robot character that is unlocked as the last character. He has great speed. His Karts are the ROB-BLS, Standard RB(his standard kart), and The ROB-LGS(his robot legs). Can't help you with most of your questions. However I do know who ROB was. ROB was an accessory for the origional Nintendo Entertainment System or NES. He could play another console as a kind of CPU. Unfortunately Nintendo were offering more than they could give. It ended up being a failure. The ROB in this game is a tribute to him.
