You press Left, Right, Left, Right, etc. On the D pad really fast until you you see yourself get surrounded by sparks. I'm not sure if there's another way to do it, but it works that way, whether it's right or not.

This I found out. Press the D-pad in a circular motion to charge up the power. Then press B.

As in tap the control pad rapidly and you'll get a mini spark forcefield.
