Please can someone tell me how to get the cafe and diner. I need for elliots heart event. Please someone help.

Unlock 10 Sub-Villagers and then if you want recipes from them you have to expand them both. To expand, unlock 20 Sub-Villagers for the Cafe, and 25 for the Diner.
