You get the fishing rod by going to Galen and Nina's house on a Spring Saturday around noon. You have to go inside the house to get it.

Go inside Galen and Nina's house on a Spring saturday (they say spring but I got it in Summer). Go there between 11:00 and 1:00 to trigger the cut scene.
