Go to Fogu.com and harvest moon ds
It's a great site with load of info on all aspects of the game

On a sunny Saturday at noon go inside Galen and Nina's house which is south of Vesta's farm. There you will see a cutscene between them and then Galen will offer the fishing rod to you. But before you go inside, make sure you have no items equipped in your colored slots.

On Saturday, go to Galen and Ninas house. At exactly 12:00 (Around that anyway) go into their house. Make sure that you have no tool equiped or else it will not work. When you enter Galen will have found a fishing rod and not needed it, so he gives it to you.
