What does the blue heart stage beside a girl mean?

The different heart colours represent different levels of affection a girl shows for you. So the higher the level the more she loves you.
In terms of LP these are the different stages:
- 0 to 9,999 LP = Black Heart
- 10,000 to 19,999 LP = Purple Heart
- 20,000 to 29,999 LP = Blue Heart
- 30,000 to 39,999 LP= Green Heart
- 40,000 to 49,999 LP= Yellow Heart
- 50,000 to 59,999 LP= Orange Heart
- 60,000 to 65,535 LP= Red Heart
Blue heart is almost half through the levels of love the girl shows for you.
If you buy the Love Bangle from the sprite Casino for 5000 medals, when equipped, and when you talk to somone it tells you how may LP and FP that person may have, it's good for keeping track of them.
