Is picking up weeds and throwing them down considered littering?

Yes, picking up weeds, flowers etc... And dropping them is considered littering and will lower the townspeople's AP points. I wouldn't advise it.

Yes it is considered littering but if you pick them up, put them in your rucksack. You can sell them to van for 1G each!!
