Kent will reappear after you've also done the three island Battle Royales and the Champion's tournament on the BB Brigade Base island.

Kent is the staff leader on Ilium Isle, like Stella is for Ribular or Terry for Cranial Isles. I'd still like to know why you want to find him, if you wouldn't mind.
