Depends on where you are in the game. If you touch the small yellow book icon in the lower right of the screen, your fighter's journal will open and the last line on the first page will tell you your current task. Generally, you have to finish that task before leveling up. You can also go to the info guy in any of the stores on any of the islands and check out side missions. Ones you need to complete will show up in black; complete some of them to level up also. Check out previous answers on this site for other ways to level up your fighter or your vivosaurs, especially if you've beaten the main game. Hope this helps.
