Can't get airdramon on dawn wtf?(help plz)

Ok, so I've got highlight haven, I've done the pheonixmon quest where you gotta get the data. How come I still can't get airdramon, do I have to find it somewhere?

Airdramon is one of the starter digimon unless you start off with the team he is on you can not get him
