When you have veemon, get the stats all matched to the requirements and degenerate it to chilomon. Or if you have veemon, match it with someone else's on nintendo WFC at the digiCollosseum and hatch it from the digi egg.

It is only in dawn version in tusk mountian I think

You can scan Chibomon in Task Canyon if you have Dawn. If you have Dusk you need to get it in a trade.
