It's really easy to find this super cute Pokemon! You need access to one of the legendary beasts, and either Latias, Latios, or Staraptor. So go to Mitonga Island. Go to Entei's Monument. (It's behind the ruins) Then, go either past the sandslash and sandshrew (If you came out the ruins) or past Probopass, Jumpluff, and the Sunflowers (Which are sunflora, really). If you stop at the tree where you get the Friend-Mend berry Summon a Legendary Beast. Roar. It works best if you have a Charged Sign. So roar and Togepi will jump out of the bushes looking frightened. Just go up to it and capture it. Hope it helps!
