you should have 300 pokemon, they can be any rank and the Ranger Net download missions don't count.
Lugia is number 300, and don't forget to rescue Blue eyes if you talk to rand and he gives you a mission!
Also when you get the Lugia sign go to the Union and keep capturing it, I'm the highest level 99, and it got to 99 from 81 in 5 mins!
