To get the bow and arrow you must become an adult and get the hookshot from Dampe's Ghost. Then you go to Saira's seceret place in the lost woods. That is where the forest temple is. Enter the Forest Temple and you will find it inside.

The bow & Arrow is a little further after the second twisted passage. You'll know you are there when you see pictures that change. You have to fight 3 stalfos. Lucky you
