As Adult Link, you need to enter the Ice Cavern (jump across icebergs) where Lord Jabu-Jabu was and get the Iron Boots and put Blue Fire in a bottle (to melt red ice).
Iron Boots will make you sink, and you need to use Blue Fire in Zora's Domain on King Zora for him to give you a free blue tunic (or buy it from the shop).
The blue tunic lets you breathe underwater.
If you are talking about diving as Kid Link, go left when facing King Zora and play the mini-game (diving for rupees) to get the Silver Scale.
The Golden Scale is obtained from the fishing mini-game at Lake Hylia.
