To get the Gold Scale - you hafta be an Adult - then go to the Fishing Pond in from Lake Hylia and catch a fish that's at least 15 pounds!
The big fish by the log that's sticking out of the water on the right side of the pond is a 'guaranteed Gold Scale winner' (if you can catch it)!

When you are an adult go to the fishing pond in Lake Hylia. Catch a fish that's 15 pounds or more and the man there will give you the Gold Scale as a prize. After this he gives you nothing but his praise.
