To stop the Goron that spins around non-stop, all you have to do is hit him with a well timed bomb. He will stop then talk to you. But you can still use bomb flowers ;)

If you are to the rolling goron as adult link, I have no idea how you missed the bomb bag, but it's found in the Dodongo's Cavern as a child. Go back in as young Link (and this is if you are already adult Link) , and ride the moving platform up to the second story. See the switch you pressed up there to make the platform move in the first place? Well head down the path near it and in the room at the end, there should be a chest in the corner. The bag is in it!
If you are still a child and haven't done the cave yet, then just follow it through and you'll come across it. Sorry if that was confusing at all. (p.s. You can also use bombchu on the rolling goron)

To get him to stop you have to hit him with a bomb. You might have to sit there a while to get the timing right but once you do he will give you a bomb bag that can hold 40 bombs. I would suggest getting some bombchus so that you can sand back and let it head toward him so that when he hits it he will stop then you just have to go and talk to him.
