You get the Hero's Bow in Woodfall Temple, after you defeat the lizard-looking mini-boss.
I think he's on the 2F, and there should be a Deku Flower and breakable pots outside the door to the room.

Im pretty sure you get the bow inside Woodfall Temple. You need to defeat the mini boss and the bow will be your reward. Good luck!

In the 1st temple of the game, at woodfall temple. It is the dungeon's item. Also, you get the fire arrow at the 2nd temple, near the goronvillage, the ice arrow at the 3rd temple,at great bay, and the light arrow at the 4th temple,the stone tower. You're welcome.
