Hmmm...tough question...
Yeah - I'm going to have to agree with nintendo_dude on this one - Koopa Troopa Beach is fun because of the short cuts (using the ramps)...
But Rainbow Road and Wario Stadium are great (long, but fun)...
Toad's Turnpike on Mirror Mode is insane!!!
OH - and Yoshi Valley's awesome...

Dude Koopa Troopa Beach all the way it has the shortcuts and if you are ever in last just go on the really long ramp with a boost and you get a spike shell

This page is supposed to be for game help. I'd say this belongs on the forums. My favorite is Royal Raceway, and only because you can go to Peach's Castle from Super Mario 64. For racing, I'd go with Rainbow Road.

My favorite is Yoshi's raceway, can't remember what it is named. This is probably because my favorite character is Yoshi. Also it is challenging to find the best way around all the nasty falls and porcupines.

My favourite is Wario stadium because if you have lightning you cast it beefore the others go over the big jump and they all fall down.
