I find most of my dermonds at level 14. Try that. It seems to work for me. So far from doing that I have about 2 and a half stacks. And I mined them all legit.

They are at the levels of 1-16 underground and are very rare...
I would try and use a gold/iron pick axe for this so be prepared.
You need lots of food and maybe a shelter underground with a bed, Crafting table a chest and a furnace.
