I don't think you can. I went onto the Minecraft Wiki one time wondering the same thing. It said that the portal to the Nether didn't work in Creative Mode. Either that or I was mistaken. But I did try it myself. It didn't work, even when I tried to put lava on it. (I built it next to falling lava) I suppose it might be because they haven't added fire to the PE version yet.

You can't go tho the nether on pe, you have to used the nether reactor and tons of gold. You can't go in creative. I think it's because the main reason for the nether reactor iis to get Items you can't get anywhere else in the game like glowstone dust and quartz.

U must download pocketinveditor so you can gif yourself all Items you want in survival.

I readed online and it said the nether is not out yet and it's for the next update
