Yes you can. You need to use the flint and steelGuest answered:
I was told that it can be ignited with flint and steel, but I have tried and it has not worked...I'm still serching for the answer but no one seems to have it...I msny try flint and steel on TNT and try to light it that way...

In survival with the recent update you r not able to. You can only ignite it in creative. Netherrack won't blow up or set on fire in survival, but you can mine it
