How do I maximize my att, mid, and def bars? Like all my players are like 90 and over but my att bar is still like only 3/4 full, while barcelona has like 85 players but their bar is almost full? How do I get it up all the way? Is there a certain position for a formation?

First you go to player development. Then, press individual player training. Next, pick a player that can be improved and improve him as much as possible. It may take a preetty long time but try to do that to every player on your team. When you do this you will not only be unstopable, but you will have a full offense, midfield, and defesne bar. Good luck!!!

If you still have players with skill under 70, kick them out, and then you will see how those bars increase.

The bars are indicative of the team as a whole, not just your starting lineup. In other words, the bar is a team average every player of that kind of position (attackers, midfielders, defenders). To get the bar up, either make your worse players on the bench or in reserves better or cut them outright. That way, the bar goes up because the team average goes up. At least that's my experience with it.
