I had the same problem: could not nuy homoes or business, but could do other things, inlcuding buy expand.
I completely closed the games and came back and got a 'new day' message. Only after ack of the message, I could get through and could buy anything I want.

Close game completely then turn of device then turn back on device and open game that should help you
