Tap the design button then next to the serve table icon there will be a picture of a piece of floor with arrows pointing in all directions, tap that then go over until you find the floor size, then just have enough coins and be at the required level and you will be able to buy it and expand your bakery.

This does not answer the question. You cannot expand even if you have the correct amount of coins; the game will not let this happen unless you have neighbors. This game sucks!!!!!!!!
