Mystical staff

I ran into the big Owl and he said you can some how get The Mystical Staff by playing a sertant note. How dow you get the Mystical Staff? And what do you have to do?

I have beaten both games and never used a "mystical staff"...I really have no idea what that is.

I think he said the MUSICL staff not the mystical staff.
