After you complete the Water Temple, shoot the morning sun with an Arrow. The Fire Arrow will then appear.
In the Gerudo's training grounds, collect silver keys by completing rooms. Use these keys to get to a chest containing the Ice Arrow.
Once you complete all the temples, head back to the Temple of Time and talk to Sheik.

The regular Arrows are gotten in the Forest Temple. You will get these soon after you become an adult. The Fire Arrows are gotten after you fill Lake Hylia back up with water by completing the Water Temple, if you go up on the farthest little island at Lake Hylia and wait for the sun to rise, from this spot shoot the sun with your arrows. If nothing happens keep shooting, you have to hit the sun at a certain point exactly. The Ice Arrows are gotten by completing the Geurdo Training Grounds, just keep moving through this mini temple and your reward at the end with be the ice arrows. The Light Arrows are obtained right after you beat the Spirit Temple, head back to the Temple Of Time and a cutscene will be shown. You will be given the Light Arrows. Good luck!
