They are located inside the Geurdo Training Ground. You cannot enter the grounds until you have gone through Geurdo Fortress and have a pass to walk about freely. Then you can enter the Training Grounds and basically all you do the entire time is get keys which unlock a series of doors leading to the chest which contains the ice arrows. They are pretty pointless so unless you are getting them just so you can completley beat the game I would recommend you don't even get them because you will never use them. But do what you want good luck!!!

As an Adult, the Gerudo Training Grounds are past Gerudo Valley in the Gerudo Fortress - Gerudo Valley's entered from Hyrule Field next to the exit where you go to Lake Hylia. To get to Gerudo Fortress, you'll have to get across the gap in Gerudo Valley - to do that, you'll need Epona (phew, that's the most I've ever used the word 'Gerudo' lol).

If you don't have Epona, go to Lon Lon Ranch as an Adult, talk to Ingo and pay 10 Rupees to ride a horse. Now play Epona's Song and ride the horse that comes to you. Get on and just ride around and practice until the time runs out. Next, do it again, but this time talk to Ingo from on the horse using Z and he'll challenge you to a race. Once you beat him, beat him again and he'll give you Epona - sort of. Ingo'll trap you inside the Ranch, but as long as you have Epona - just build up some speed and jump the gate! Plus, now that you have a horse, when you're in Hyrule Field, just play Epona's Song to summon her and you'll have a vehicle, a mode of tranportation that's much faster than you running everywhere all of the time lol.

Now just use Epona to jump the broken bridge like you escaped from Lon Lon Ranch, this'll get you into Gerudo Fortress. Once you free the 4 Carpenters from within the maze of a Fortress, the bridge in Gerudo Valley will be back, you'll become a Gerudo Member and allowed to enter the Training Grounds!

You'll get the Ice Arrows once you find enough Keys to get to that Treasure Chest in the middle of the room in the Gerudo Training Grounds. Good Luck =D

You need to go be able to go to the Spirit temple first. Then go to Garudo's Training Grounds. That is in the Garudo place. Find the person in white clothing and is next to a gate. Pay her the money and she will let you in.
