It is in a room near to where the Dead Hand's room is.

Okay first you have to leasrn the song of storms(as an adult) then when you do that turn back into a kid and go to the same place where he taught you the song of storms after that you play it and then the water in the wel is gone and you can now go in there (agina you have to be a kid) it should be open and then your in the bottom of the well.Go exploring and you will find it.
