You have to beat classic with everyone,unlcoked everyone mr.game and watch is the last one to unlock.

Hey, way to go!!!
You have to beat Classic or Adventure Mode with all of the other 24 Characters to fight Mr. Game and Watch - if you beat him, he'll be yours...
