No it's not true but you can play as him in brawl but not melee

Actually, it isn't true. Unfortunately, the only time you'll get to see Giga Bowser in his glory is if you a) Beat Adventure mode on normal difficulty or higher in under 8 minutes... After you kill Bowser, Giga Bowser will appear. However, Bowser's Final Smash in Super Smash Bros Brawl allows you to turn into Giga Bowser for a short period of time. Hope I helped.
